United Nations Children’s Fund (UNICEF) Regional Director for East and Southern Africa, Ms. Etleva Kadilli, paid a courtesy call on the Deputy Commissioner of Police, Support Services, Mr. Solomon Mantswe, at Botswana Police Headquarters on the morning of March 18, 2025. The visit aimed to enhance the ongoing collaboration between UNICEF and the Botswana Police Service (BPS) in addressing crimes against children.
Welcoming the Regional Director, Mr. Mantswe acknowledged that while crime remains manageable, there is growing concern over the increasing cases of Gender-Based Violence (GBV). He emphasized that the relationship between BPS and UNICEF is rooted in a shared commitment to protecting human rights, particularly those of children.
To strengthen the response to GBV and child abuse, Mr. Mantswe highlighted that BPS established a Gender and Child Protection Branch in 2021. This specialized unit was created to provide a safe and professional environment for handling such sensitive cases. He also outlined key initiatives jointly undertaken with UNICEF, including the successful implementation of a Joint Rolling Plan, the development of Standard Operating Procedures for managing cases involving children, and the establishment of Child-Friendly Centres (CFCs). These centres have been equipped with necessary furniture and advanced audio and video recording equipment to improve case handling and minimize secondary victimization.
“We wish to confirm and apprise you that since the introduction of CFCs, we have observed a significant improvement in the reporting, handling, and resolution of cases,” Mr. Mantswe stated.
Ms. Kadilli commended BPS for the strides made in implementing structured procedures to ensure the effective management of cases involving children. She expressed appreciation for the use of audio recording equipment, which helps capture children’s statements while reducing trauma. The Regional Director reaffirmed UNICEF’s commitment to strengthening this partnership to safeguard children’s rights.
The UNICEF delegation included Dr. Joan Matji, UNICEF Country Representative, Dr. Kimanzi Muthengi, Deputy Country Representative, Ms. Tuduetso Kelapile, Head of Communications and Advocacy, Ms. Gomolemo Rasesigo, Child Protection Specialist, and Ms. Keneilwe Molomo from the Ministry of International Relations.
On behalf of BPS, Mr. Mantswe was joined by Senior Assistant Commissioner of Police, Kealeboga Keeditse, Director of the Cyber Forensics Branch, Senior Assistant Commissioner of Police, Goitseone Ngono, Director of the Gender and Child Protection Branch, and Senior Assistant Commissioner of Police, Boeletswe Gobotswang, Director of Departmental Management Services.
The visit underscored the importance of sustained collaboration in combating crimes against children and strengthening institutional frameworks that protect their rights.
