The Speaker of the National Assembly of Botswana, Hon. Dithapelo L. Keorapetse, has paid tribute to the late Clerk of the National Assembly of Zambia, Mr. Roy Mukoba Ngulube, following his passing on April 7, 2025, in Tashkent, Uzbekistan. Mr. Ngulube was in Uzbekistan attending the Inter-Parliamentary Union (IPU) Assembly and related meetings at the time of his death.
In a heartfelt message addressed to the Speaker of the National Assembly of Zambia, Hon. Nelly Butete Kashumba Mutti, SC, MP, FAPRA, Speaker Keorapetse expressed deep condolences and praised Mr. Ngulube for his outstanding service to the people of Zambia.
“It is clear through the late Mr. Ngulube’s distinguished service that he was a patriot and a dedicated public servant,” said Speaker Keorapetse. “His commitment to parliamentary excellence and regional cooperation will be remembered and cherished across the continent.”
Representing Speaker Keorapetse and the Parliament of Botswana at the funeral held on Monday, 14th April 2025, in Zambia was the Clerk of the National Assembly of Botswana, Dr. Gabriel G. G. Malebang. His presence underscored the solidarity between the two parliaments and the shared respect for the legacy of Mr. Ngulube.
Mr. Ngulube’s contributions to parliamentary diplomacy, institutional development, and regional collaboration earned him respect across Southern Africa and beyond. His sudden passing is felt deeply by colleagues and institutions who worked alongside him to strengthen democratic governance in Africa.
Speaker Keorapetse concluded his tribute with a message of comfort to Mr. Ngulube’s family, colleagues, and the people of Zambia, wishing them strength and peace during this difficult time.
