The Minister of Transport and Infrastructure, Mr. Noah S.L.M. Salakae, has officially received the Development Manager (DM) Review Report from the Special Task Force, marking the completion of a critical evaluation of the DM model. The report, presented by Task Force Chairperson Mr. Kabo Motswagole, contains key findings and recommendations aimed at assessing the fiscal sustainability and overall effectiveness of the model.
The eight-member review team was appointed in January 2025 following President Advocate Duma Gideon Boko’s directive in the State of the Nation Address. Their mandate was to conduct a thorough analysis of the DM framework, ensuring that it aligns with national economic goals and remains a viable strategy for infrastructure development.
Minister Salakae commended the team for their diligence, emphasizing that the report’s insights would inform future policy decisions. While acknowledging the significance of the findings, he stated that further consultations with relevant stakeholders would be conducted before the report is made public.
Mr. Motswagole expressed gratitude to the Ministry and all stakeholders for their cooperation, which he said facilitated a smooth review process. He noted that the recommendations were developed with a focus on sustainability, efficiency, and long-term national development objectives.
The report is expected to guide the government in refining the DM model to ensure its continued contribution to infrastructure growth while maintaining fiscal responsibility.
