The Minister for State President, Moeti Mohwasa, has announced the establishment of a Public Service Assessment Centre, a government initiative aimed at improving the recruitment and promotion processes for executive, senior, and middle management positions within the public service. This move is expected to enhance efficiency and transparency in hiring and career advancement within government institutions.
In addition to recruitment and promotions, the newly established center will also oversee the implementation of a fan-shaped salary structure. This restructuring will lead to an increase in the government’s wage bill by P220 million, which includes arrears for employees in grades A-D dating back to 2023. Minister Mohwasa explained that the primary objective of the new salary framework is to enhance organizational effectiveness, streamline government processes, and improve employee empowerment and customer satisfaction.
“The overall goal of this salary structure is to improve organizational effectiveness, streamline processes, enhance employee empowerment and customer satisfaction, and increase the transparency and accessibility of government services, in line with the national vision for high productivity, innovation, and competitiveness,” Mohwasa stated while presenting his request for a P15.9 billion budget for his ministry.
The Ministry for State President is a vast government department overseeing 16 key agencies, including the Botswana Defense Force (BDF), Directorate of Intelligence and Security (DIS), Directorate of Public Service Management (DPSM), Botswana Police Service (BPS), three offices of former presidents, and the Nuclear Weapons Management Authority. The budget request is expected to support these institutions in achieving their strategic goals while ensuring better service delivery to citizens.
The establishment of the Public Service Assessment Centre marks a significant step in reforming Botswana’s public service sector. By focusing on merit-based promotions and structured salary adjustments, the government aims to create a more efficient and transparent system that aligns with the country’s broader vision of economic growth, productivity, and innovation.
